From tabloid exposés of child prostitution to the grisly tales of Jack the Ripper, narratives of sexual danger pulsated through Victorian London. Expertly blending social history and cultural criticism, Judith Walkowitz shows how these narratives reveal the complex dramas of power, politics, and sexuality that were being played out in late nineteenth-century Britain, and how they influenced the language of politics, journalism, and fiction. Victorian London was a world where long-standing traditions of class and gender were challenged by a range of public spectacles, mass media scandals, new commercial spaces, and a proliferation of new sexual categories and identities. In the midst of this changing culture, women of many classes challenged the traditional privileges of elite males and asserted their presence in the public domain. An important catalyst in this conflict, argues Walkowitz, was W. T. Stead's widely read 1885 article about child prostitution. Capitalizing on the uproar caused by the piece and the volatile political climate of the time, women spoke of sexual danger, articulating their own grievances against men, inserting themselves into the public discussion of sex to an unprecedented extent, and gaining new entree to public spaces and journalistic practices. The ultimate manifestation of class anxiety and gender antagonism came in 1888 with the tabloid tales of Jack the Ripper. In between, there were quotidien stories of sexual possibility and urban adventure, and Walkowitz examines them all, showing how women were not simply figures in the imaginary landscape of male spectators, but also central actors in the stories of metropolotin life that reverberated in courtrooms, learned journals, drawing rooms, street corners, and in the letters columns of the daily press. The biggest question in the world of art and culture concerns the return of property taken without consent. Throughout history, conquerors or colonial masters have taken artefacts from subjugated peoples, who now want them returned from museums and private collections in Europe and the USA. The controversy rages on over the Elgin Marbles, and has been given immediacy by figures such as France's President Macron, who says he will order French museums to return hundreds of artworks acquired by force or fraud in Africa, and by British opposition leader Jeremy Corbyn, who has pledged that a Labour government would return the Elgin Marbles to Greece. Elsewhere, there is a debate in Belgium about whether the Africa Museum, newly opened with 120,000 items acquired mainly by armed forces in the Congo, should close. Although there is an international convention dated 1970 that deals with the restoration of artefacts stolen since that time, there is no agreement on the rules of law or ethics which should govern the fate of objects forcefully or lawlessly acquired in previous centuries. This work delves into the crucial debate over the Elgin Marbles, but also offers a system for the return of cultural property based on human rights law principles that are being developed by the courts. It is not a legal text, but rather an examination of how the past can be experienced by everyone, as well as by the people of the country of origin.

This dramatic social history follows the struggle for women’s rights in England from the Industrial Revolution to the Suffragist victory after WWI. The 100 years from 1819-1919 saw remarkable change for women in England. From the early nineteenth century, when women were not even considered ‘persons' under the law, they achieved full legal rights and status. The doors of education and employment were thrown open to them, and by 1919, they won universal suffrage. As workers organized in the North-West to demand better conditions in the textile industries, women formed their own groups to support the cause—and fight for their own rights. Blowback came in August of 1819, in the form of the Peterloo Massacre. The brutality of that day brought attention to the women’s cause and encouraged them to continue the fight. Women became involved in reform groups, Chartism, trade unions, politics, education, career opportunities and the right to vote. Though they faced hostility from both men and women, their perseverance paid off for generations of women to come.

On the night of 23 February 1820, twenty-five impoverished craftsmen assembled in an obscure stable in Cato Street, London, with a plan to massacre the whole British cabinet at its monthly dinner. The Cato Street Conspiracy was the most sensational of all plots aimed at the British state since Guy Fawkes' Gunpowder Plot of 1605. It ended in betrayal, arrest, and trial, and with five conspirators publicly hanged and decapitated for treason. On 23 February 1820 a group of radicals were arrested in Cato Street off the Edgware Road in London. They were within 60 minutes of setting out to assassinate the British cabinet. Five of the conspirators were subsequently executed and another five were transported for life to Australia. The plotters were a mixture of English, Scottish and Irish tradesmen, and one was a black Jamaican. They were motivated by a desire to avenge the `Peterloo' massacre and intended to declare a republic, which they believed would encourage popular risings in London and across Britain. This work traces the history of famine in the modern French Empire, showing that hunger is intensely local and sweepingly global, shaped by regional contexts and the transnational interplay of ideas and policies all at once. By integrating food crises in Algeria, West and Equatorial Africa, and Vietnam into a broader story of imperial and transnational care, Slobodkin reveals how the French colonial state and an emerging international community took increasing responsibility for subsistence, but ultimately failed to fulfill this responsibility. Europeans once dismissed colonial famines as acts of god, misfortunes of nature, and the inevitable consequences of backward races living in harsh environments. But as Slobodkin recounts, drawing on archival research from four continents, the twentieth century saw transformations in nutrition, scientific racism, and international humanitarianism that profoundly altered ideas of what colonialism could accomplish. A new confidence in the ability to mitigate hunger, coupled with new norms of moral responsibility, marked a turning point in the French Empire's relationship to colonial subjects―and to nature itself. Increasingly sophisticated understandings of famine as a technical problem subject to state control saddled France with untenable obligations. This work not only illustrates how the painful history of colonial famine remains with us in our current understandings of public health, state sovereignty, and international aid, but also seeks to return food―this most basic of human needs―to its central place in the formation of modern political obligation and humanitarian ethics.
Even though there were relatively few people of color in post-revolutionary France, images of and discussions about black women in particular appeared repeatedly in a variety of French cultural sectors and social milieus. In this work, Robin Mitchell shows how these literary and visual depictions of black women helped to shape the country's post-revolutionary national identity, particularly in response to the trauma of the French defeat in the Haitian Revolution. This book explores the ramifications of this defeat in examining visual and literary representations of three black women who achieved fame in the years that followed. Sarah Baartmann, popularly known as the Hottentot Venus, represented distorted memories of Haiti in the French imagination, and Mitchell shows how her display, treatment, and representation embodied residual anger harbored by the French. Ourika, a young Senegalese girl brought to live in France by the Maréchal Prince de Beauvau, inspired plays, poems, and clothing and jewelry fads, and Mitchell examines how the French appropriated black female identity through these representations while at the same time perpetuating stereotypes of the hypersexual black woman. Finally, Mitchell shows how demonization of Jeanne Duval, longtime lover of the poet Charles Baudelaire, expressed France's need to rid itself of black bodies even as images and discourses about these bodies proliferated. The stories of these women, carefully contextualized by Mitchell and put into dialogue with one another, reveal a blind spot about race in French national identity that persists in the postcolonial present.
The dramatic story of Mehdi Hasan and Ellen Donnelly, whose marriage convulsed high society in nineteenth-century India and whose notorious trial and fall reverberated throughout the British Empire, setting the benchmark for Victorian scandals. In April 1892, a damning pamphlet circulated in the south Indian city of Hyderabad, the capital of the largest and wealthiest princely state in the British Raj. To avenge his wife and clear his name, Mehdi filed suit against the pamphlet’s printer, prompting a trial that would alter their lives. Based on private letters, courtroom transcripts, secret government reports, and scathing newspaper accounts, Benjamin Cohen’s riveting reconstruction of the couple’s trial and tribulations lays bare the passions that ran across racial lines and the intimate betrayals that doomed the Hasans. In 1806 General Thomas Picton, Britain's first governor of Trinidad, was brought to trial for the torture of a free mulatto named Louisa Calderon and for overseeing a regime of terror over the island's slave population. In this work, historian Christopher E. Forth shows how the rhetoric and images used during the Dreyfus Affair reflected French anxieties about masculinity and modernity, and also facilitated ongoing debates about the state of French manhood through the First World War. Forth first considers the broad gender issues that faced the French at the time of the Dreyfus trial. He examines contemporary newspaper accounts as critiques of the masculine credentials of Jewish men and shows how members of the Jewish press answered allegations of their own cowardice and effeminacy. By situating the figure of the "intellectual" within the gender anxieties of the time, he shows how Dreyfus's supporters defensively tried to affirm their masculinity by distancing themselves from "cowardly" Jews, "hysterical" crowds, and threatening women. This book pays special attention to how the Dreyfus Affair engaged with changing ideals of the male body. Taking as a metaphor the portly body of Dreyfus's most prominent defender, novelist Emile Zola, Forth explores how an emerging emphasis on diet and exercise allowed supporters to celebrate Zola's "heroic" weight loss. Finally, he examines the relation of the Dreyfus Affair to the "culture of force" that marked French society during the prewar years, thus accounting for the rise of the youthful athlete as a more compelling manly ideal than the bookish and sedentary intellectual.
